The report provides data for all Cleveland neighborhoods and Cuyahoga suburbs.&nbsp;A significant finding of the report is that while the foreclosure crisis is now behind us, there are still legacy impacts on majority people of color neighborhoods and suburbs.<\/p>\n\n\n\n<p>Frank Ford, the author of the study, will openly and actively engage with the audience in a conversation moderated by News 5 Reporter Michelle Jarboe.<\/p>\n\n\n\n<p><strong>Examples of some of the questions that will be addressed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Which communities are experiencing the greatest gains in housing value?&nbsp; Which are still struggling?&nbsp; Are any communities that experienced a hot housing market now falling back?<\/li>\n\n\n\n<li>What are the latest trends with out-of-state investors?<\/li>\n\n\n\n<li>Recent news reports talk about mortgage foreclosures increasing nationwide.&nbsp; Is that happening in Cuyahoga County?<\/li>\n\n\n\n<li>What is the connection, if any, between increased investor activity and increased sale prices?<\/li>\n\n\n\n<li>Why did investor activity decline between 2009 and 2013?&nbsp; What can we learn from that?<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"297\" height=\"285\" src=\"https:\/\/hrrc-ch.org\/wp-content\/uploads\/2026\/03\/Frank-Ford-Headshot.jpg\" alt=\"\" class=\"wp-image-29646\" style=\"aspect-ratio:1.0421075716870443;width:249px;height:auto\"\/><\/figure>\n\n\n\n<p><strong>Frank Ford, <\/strong><em>Featured Speaker<\/em><\/p>\n\n\n\n<p>Frank Ford is Senior Policy Advisor at the Fair Housing Center and since July 2005 has served as chair of the Greater Cleveland Vacant and Abandoned Property Action Council (VAPAC).&nbsp; Frank\u2019s highly recognized contributions to and expertise within the field of research began in 1991 as associate director for Urban Programs at the Colorado Center for Community Development at the University of Colorado at Denver.&nbsp; In 2013, Frank led a research study on the outcomes of property emerging from foreclosure, which was published by Harvard University.&nbsp; From 2013 to 2022 Frank was Senior Policy Advisor at Western Reserve Land Conservancy where he conducted housing research focusing on disparate impacts on people of color communities.&nbsp; Frank graduated from Kenyon College with a BA in English and received his JD from Case Western Reserve University School of Law.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"650\" height=\"812\" src=\"https:\/\/hrrc-ch.org\/wp-content\/uploads\/2026\/03\/Michelle-Jarboe-WEWS-8x10-1-scaled-e1772560563829.png\" alt=\"\" class=\"wp-image-29647\" style=\"aspect-ratio:0.8005080147016376;width:226px;height:auto\"\/><\/figure>\n\n\n\n<p><strong>Michelle Jarboe, <\/strong><em>Moderator<\/em><br>Michelle Jarboe has covered real estate in Northeast Ohio for 18 years. As a business reporter at News 5 Cleveland, she focuses on public policy, growth and development. Jarboe previously worked at Crain\u2019s Cleveland Business and the Plain Dealer. She and her family live in a nearly century-old house in Cleveland\u2019s Collinwood neighborhood.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>The&nbsp;<strong>Housing &amp; Community Development Forum<\/strong>&nbsp;is presented by Home Repair Resource Center, Fair Housing Center for Rights &amp; Research, and Greater Cleveland Reinvestment Coalition.
