
The Housing & Community Development Forum is an initiative presented by Home Repair Resource Center, Fair Housing Center for Rights & Research, and Greater Cleveland Reinvestment Coalition. This organizational collaboration convenes a team comprised of individuals and organizations working to raise awareness to housing issues at the local, county, and state level.
For more than thirty years, many organizations and individuals have come together to educate the and inform the public on contemporary housing topics. The Housing & Community Development Forum represents the latest evolution of these efforts. This group will host public-facing events that bring together decision makers and industry experts covering housing related matters.

The Housing & Community Development Forum’s annual conference will feature discussion on two key issues:
- Residents First; the City of Cleveland’s legislation providing the most comprehensive code enforcement reform in the city’s history.
- Mortgage Lending in Cuyahoga County.
A keynote presentation and fireside chat with Alan Mallach, Senior Fellow at Center for Community Progress, will conclude the event. Alan will share his perspective on housing issues confronting Great Cleveland and the rapidly changing federal regulatory environment.
Residents First
Nearly a year has gone by since the passage of the City of Cleveland’s Residents First legislation. Has the legislation created the changes hoped for by Mayor Bibb’s Administration? What are the pros and cons of pivoting to a more aggressive approach to code enforcement and the effect on the housing market? This panel will explore the metrics, accomplishments, and lessons learned.
Mortgage Lending in Cuyahoga County
Fair access to home purchase loans and home repair loans is a vital element to stabilizing and maintaining thriving housing markets in Cuyahoga County. Communities with a population majority of color were undermined by predatory loans during and after the foreclosure crisis. Frank Ford with Fair Housing Center for Rights & Research will present preliminary findings from research examining financial institutions’ commitment to mortgage lending in Cuyahoga County over the past nine years.
At a time when federal agencies previously relied upon to protect consumers and borrowers are being de-funded, de-staffed or threatened with outright elimination, it is more important than ever that local governments consider how they can leverage their power and resources to protect citizens and their communities. Frank Ford’s presentation will be followed by a panel discussion with representatives from the City of Cleveland and Cuyahoga County to discuss their partnerships with banks.
Keynote Speaker
Alan Mallach will offer his thoughts on local issues confronting the Cleveland area, as well as reflections on the dramatically changing federal regulatory environment. Alan is a city planner, advocate and writer who has spoken widely on housing and urban issues in the United States, Europe, Israel and Japan, taught at Rutgers University and Pratt Institute, and worked at the Brookings Institution as well as having headed Trenton, New Jersey’s Department of Housing and Economic Development. He is currently a senior fellow at the Center for Community Progress and teaches at Southeast University in Nanjing, China. He is the author of several books including The Divided City: Poverty and Prosperity in Urban America, while his most recent book is Smaller Cities in a Shrinking World: Learning to Thrive Without Growth. In 2005 he co-authored the “Cleveland at the Crossroads” report which recommended the creation of the Vacant and Abandoned Property Action Council (VAPAC) and the CWRU NST property data system. He holds a BA from Yale University.
